Littlecoates Community Centre is new hub for local policing team

The local policing team for Yarborough ward will be using Littlecoates Community Centre as their hub.

Following conversations between ward councillors and the policing team, North East Lincolnshire Council is pleased to announce the news.

Yarborough ward councillor, Cllr Martyn Sandford, has worked to make this happen. “I have been working hard with Yarborough policing team for the past 12 months to get a policing hub at Littlecoates Community Centre as I think it will benefit the area,” he said.

“Having this hub will reassure residents in the area that they feel safe and will give them a chance to see the policing team for advice on crime prevention, or if residents need to have a chat in a confidential and informal way regarding concerns that they may have.”

Cllr Philip Jackson, Leader of North East Lincolnshire Council, said: “I am really pleased to see this opportunity taken and for the local policing team to be able to use Littlecoates Community Centre as their hub. Cllr Sandford has worked hard to put this together and I’m delighted this has come to fruition.”

Neighbourhood Policing Inspector Tom Stevens added: “We are pleased to have worked with our partners at North East Lincolnshire Council to secure this location.

“It is important that my officers are in the right areas in the community and are accessible, and this facility will allow us to connect better with the residents of the Little Coates and Laceby Road area.

“Our officers will be at the hub on an advertised basis, and I would encourage any local residents to go down to either discuss any concerns you have in the area, or to seek advice on police-related matters.

“Please speak with us and let us know what is affecting you in your area. Myself and my teams want to know about the issues that impact your community, and we are guided by the information you provide.

Cabinet support for Levelling Up bids

PLANS to bid for Levelling UP Fund monies to kickstart an ambitious transformation of Cleethorpes, and re-invent Grimsby Town Centre have been approved by North East Lincolnshire Council’s Cabinet.

Supporting the three bids to Central Government, which are being worked up for submission in early July,  Council leader Cllr Philip Jackson, who has Portfolio Holder responsibility for regeneration, said:

“Our ambition is real and these bids show how we are prepared to look at ways in which we can realise positive and true change that will benefit our town centre economy in Grimsby and our local and visitor economy in Cleethorpes. We now look forward to what we hope will be a successful bidding round and we can move forward.”

The authority is allowed to submit one bid for each constituency – so one for Cleethorpes and one for Grimsby, with another ringfenced for transport projects. The following are being worked up:

  • A constituency bid of up to £20m for Cleethorpes which will incorporate schemes identified in the Cleethorpes’ Masterplan as important strategic development locations, and deliverable within the timescales. The area of focus is Market Place, Sea Road and Pier Gardens, and, if appropriate, strategic site acquisition.
  •  A constituency bid of up to £20m for Grimsby. As reported, this would be used to carry out work, which was to be funded by the Future High Streets Funding (FHSF). This is already secured for the reinvention of the western end of Freshney Place and the Market Hall to bring leisure activities to the town centre. If formally approved, that pre-secured FHSF leisure scheme monies will be used to buy Freshney Place. Again, as reported, the shopping centre purchase is subject to Full Council approval, having also been approved by this week’s Cabinet.
  • A transport specific bid of up to £20m for the development of a transportation hub in Grimsby Town Centre with potential additional projects to be considered around the electrification of buses and repairs to strategic bridge infrastructure.

Details of Levelling Up Fund bids released

THE views of more than 3,000 local people are helping support three new bids for Government funds to reshape Grimsby Town Centre and Cleethorpes – and more public opinion is now being sought.

As part of Central Government’s Levelling Up agenda bids are being put together to apply for grants from the LUF (Levelling Up Fund) Round Two. To be submitted in early July, North East Lincolnshire Council can put in two regeneration schemes, one for each parliamentary constituency, and a third ringfenced for transport improvements.

The following three areas of work, to be unveiled at an Economy Scrutiny Panel meeting next week, are to be the focus. 

Cleethorpes (Pier Gardens and Market Place):  The proposed remodelling of the Pier Gardens area next to Alexandra Road is the first project proposed following the extensive Cleethorpes Masterplan engagement. At the time, more than 2,000 respondents said that they clearly enjoyed the gardens as a leisure space, often using it to sit and enjoy the views whilst having some food. Respondents also said that more seating and planting schemes that improved biodiversity would encourage them to visit the gardens more. Concept designs have been drawn up for the Pier Gardens’ scheme and if the application is successful, we will consult further as part of the detailed designs.  The Sea Road development site has planning permission in place for a new building and the opportunity for a third-party operator to manage the upper floors of the building is still being marketed. Some additional funding is being sought to build the proposed building to provide an “oven ready” site for an operator to move in to. The building as proposed will also include resort information facilities and public toilets on the ground floor.

The Market Place: The second scheme proposed to come forward from the Cleethorpes Masterplan is the Market Place. Respondents to the Masterplan wanted to see space for al-fresco style dining, as well as a regular market and more street trees and greenery. Initial designs in the Masterplan showed concept designs to pedestrianise the area and provide facilities for leisure use to enhance the offering from local businesses. Further engagement, particularly with businesses, will be carried out should this bid be successful, to fine-tune the designs.

The council is also exploring the potential to bring forward some elements of regeneration of the North Prom that were included in the recent Masterplan.

Grimsby Town Centre (bid to transform the western end of Freshney Place shopping centre, with more leisure opportunities to attract day and evening visitors, and a new Top Town Market): As is reported, members are being asked to support the purchase of Freshney using monies already secured from the national Future High Streets Fund, (FHSF). The FHSF money was won in 2020 to remodel the western end of the centre, Top Town and Victoria Street.

The Grimsby LUF bid will support further development of the leisure element of the FHSF – something that was supported by the views of local people who took part in the 2020 Grimsby Masterplan consultation. It asked for views on major projects to be delivered and you said you wanted to see ‘more green spaces and places to relax’, Riverhead Square as a community meeting place, better use of the waterfront, and more leisure opportunities. News on the development of Riverhead Square will be released soon.

A fit for purpose new Transport Hub in Grimsby Town Centre will form the core of the transport bid. As reported, North East Lincolnshire Council has already acquired land on Osborne Street/Garden Street. With Grimsby Town Railway Station and multi-story car park right next door, this site has the potential to be an excellent new transport hub.

Additionally, other projects being considered for the LUF bid are: electrification of buses, supporting our net zero carbon aspirations; and a potential bid around the repair of the A180 bridge infrastructure.

In the coming few days we’ll be asking for more public and business views on the two Grimsby bids, which will help us support the submissions.

Funding secured for walking and cycling improvements

North East Lincolnshire Council and its regeneration partner, EQUANS, have been awarded £346,000 funding from the Department for Transport to support the delivery of high-quality cycle and pedestrian infrastructure near Grimsby Town Centre.
